There is an ongoing debate on definitions, parameters and numbers . Specifically, when a country's progress is to be measured then we use terms like growth, sector growth, fiscal year etc. I will commnet on growth in India's "core" infrastructure.
The challenge is of defining the "core" sectors first by the government/economists. With time this list has to be transformed. Does this list actually reflect the "core" industries? If yes, why there is a comparison between corresponding period of last fiscal. Is this a true parameter for judgment? We really have to think over these fundamentals.
Can we include electricity as we know 45 % of our electricity produced is "T&D" losses? In reality stolen. Do we have a proper policy towards energy and utilization of available resources like coal and oil with the latest and more efficient technologies?
Lets think over these issues first, than getting bogged down by numbers defined by the past consumption patterns. Can we also include future forecasting, with proper Stats tools, rather than relying on past mathematical tools.
